§ 3. Violations are prohibited.

a.

It shall be unlawful for any person to erect, structurally alter, relocate, lease, rent, or own within the city any sign not expressly exempted from regulation by this appendix without first satisfying the requirements of this appendix.

b.

It shall be unlawful for any person to violate any provision of this appendix.

c.

The violation of any provision of this appendix shall constitute a misdemeanor. The imposing of any penalty under this subsection shall not prevent the enforced removal and abatement by the city of any prohibited condition.

d.

Any person found to have violated any provision of this appendix shall, in addition to any fine imposed under this section, reimburse the city for any of its costs and expenses, direct or indirect, including attorney's fees and employee wages and salaries, incurred in enforcing this appendix against such person.
