§ 16. Provisions of appendix declared to be minimum requirements.

In their interpretation and application, the provisions of this appendix shall be held to be minimum requirements, adopted for the protection of public health, safety, morals, or general welfare. Whenever the requirements of this appendix are at variance with the requirements of any other lawfully adopted rules, regulations, ordinances, restrictions, or covenants, the most restrictive or that which imposes the higher standards shall govern.
