§ 10-5. Director may promulgate rules.

The director shall have the power, subject to approval of the city council, to prescribe and promulgate such rules and regulations, not inconsistent with any law of the state or this chapter, as he may deem necessary to protect the health and safety of the citizens and to effectively perform the duties imposed herein.
